I finally got frustrated enough to run my own test. Went in on another Ebay account and viewed each of my listings that showed 0 views, then selected some to "watch" as well/ Watch count changed correctly but none of my view showed.
I've seen lots of conspiracy like Ebay is trying to get people paying for promotion, but I tend to think they just did a sloppy job on the last upgrade and the counter doesn't always work -
