What makes a listing Eligible to Send Offers

I was under the assumption that watchers would show under Listing eligible to send offers. I have 3 new listing that already have watchers, but do not display under eligible to send offers. Could it be because the buyers do not meet my set qualifications? Or are blocked? Unable to find anything technical notes.

Good question. I have no idea. I do know that if you give an offer to a watcher, it takes a few weeks to be able to send an offer again. I am interested to see if anyone truly knows other than a reply from eBay.

In order to be eligible, the user must either add an item to the Watch List, place an item in the cart, or view the same item multiple times. The user must also have "offers to buyers" enabled, and must not have received a previous offer for that item recently, or not have reached the maximum number of offers allowed from an individual seller or in total.

Please re-read. These items are being watched. These are NEW listings with no previous offers sent. You do not have to have "offers" enabled to send offers. This feature is only for accepting offers from buyers. We do not accept offers, thus we do not have this feature enabled.

You do not have to have "offers" enabled to send offers.
Your buyers must have "offers to buyers" enabled to receive any offers from you or anyone else.
If your buyers do not wish to receive any offers, you will not be able to send them.

It's in the buyer's account settings under communication preferences/buyer-buying activity. One of the options buyer
- Select All
- Did not win
- Won
- Outbid
- Offers to buyers
- Second Chance Offer
- Watch alert
- Watched item relisted
- Price Reduced On Item
- Shopping Cart Update
- RMA Number and/or return address received
- RMA Number and/or return address overdue

Based on your statements in your OP and looking at some of your listings, you should be able to send the best offers.

Mine is unchecked and I still receive offers all the time.
These are all "communication preferences", not hard blocks.

I get offers but mine are all checked so I thought that's why I got them.

I suspect "offers to buyers" will notify you when a BIN you are watching has that feature added. Here is a recent offer I received. I have not changed the setting.

This could be but it would be quite a coincidence that ALL the buyers don't meet the quals or are blocked.

Mine is unchecked and I still receive offers all the time.
I believe that leaving that box unchecked should prevent offers from being sent to you; of course, it is always possible that some feature is not working entirely the way it should be.
If you do not want to receive such offers, try checking the box, applying the settings and then unchecking and applying again. That may cause the setting to change from one state to the other.
