Unable to revise a listing due to pending offers, but there are no pending offers

You still might have offers pending.  I don't trust the app.  Have you tried to log into the website version and check?

Try this link:

https://www.ebay.com/sh/mktv2/offers

Its possible the listing still has an offer of some sort active, even though you don't see it at the moment.  You can also go to the list of active items here:

https://www.ebay.com/mys/active

Then on the right side of the listing in question, click the down arrow to have an option to review offers there:

Alternatively you can review it under the Seller Hub:

Spitballing here... can you 'End' the listing and 'Sell Similar', making your revisions with the relist? 🤔

Offers can either be those sent by buyers or offers you sent to watchers. If YOU sent offers those offers remain PENDING  for 96 hours during that time you will not be able to revise anything in those listings. Same goes for offers sent by buyers.  If you want to revise you either have to wait for your offers to expire or end the listing and relist.
