Send offers page is defaulting to "allow counteroffers"
It's automatically turned on so every time I send an offer, I have to turn it off.
Used to be 'off' by default

Yep, it's happened to me as well. The whole SIO feature is a mess. Going on 1 month now with tech trying to fix or program accordingly.

This is also happening to me, and I've seen many reports on social media

Specifically, the 2 switches are stuck "on" rather than sticking to the user's choice.

Highly annoying.  Also defaults to percent off. I don't want to be running a flea market bartering back and forth, or sending automated offers to people who might have paid full price anyway.  Having to switch these off is just time consuming.

I tagged an eBay rep for more info so hopefully on Monday they'll chime in to let us know if this is an intended change or a tech error.

So, I tried sending offers for the first time last night.  I did turn off the automated offers but obviously forgot to turn off the counter offers!   I apply  volume discounts, automatically combine shipping and run promos on a reg basis.

I  found out about forgetting to turn off counteroffers this morning BEFORE coffee!  Overnight I received 100+ counter offers all wanting 60- 90% off while  I was offering 10 -15 % off on items   Highly annoying.  Poured a large mug, declined them all.  Many went on my BBL after the nasty, rude  messages they sent after my declining their low ball offers.   I'm going to stay away from sending offers.  So tired of all this nonsense, it such a waste of my time.

Yes, the default switches have been corrected. However, there is still a discrepancy with the "All Offers" (Non-Automated) counts on the new Offers drop-down in Marketing, and the Offers Sent counts in Seller Hub. The counts aren't even close. Therefore, in my opinion, it still needs attention.
