The Send Offers screen (that is SELLER sent offers) is broken. It worked fine last night, broken today. I happened to be on a Zoom with an Ebay employee today & he tried it & it's broken for him too.
The screen used to Refresh after each Offer was sent & the item you just sent the offer on, disappeared from the screen. Starting sometime today, it no longer refreshes, so the item stays there (but is locked) & it looks like you didn't send the offer (though I confirmed that the offer IS actually sent). Additionally, the screen is locked to clicking on the SEND OFFER to any other item as well. There is no error message, it just doesn't work . Other parts of the screen work like clicking on the item.
This is very frustrating & annoying for those of use who send tons of offers daily. The screen needs to be fixed to Refresh after each offer is sent, like it always has.
The workaround is to manually REFRESH your screen, which is time consuming & breaks the flow.
The employee I talked to is going to open something up & also, being that this is Thursday, it may well fix itself tomorrow, after updates are done.

Good news, I'm sending offers right now, late Friday night/early Sat AM around 2:45 AM & it has been fixed.

Please note if you are experiencing it too, so that eBay can see how widespread it is.
Though I'm still crossing my fingers it's gone tmw, we know how that goes 😐

the offers section is absolutely screwed up- and for even longer... for the past 2 weeks- any time i try to send an offer through the messages link, it just gives an error code saying that an offer was already sent and/or the buyer has reached is max offers........ none of the items had ever had an offer sent or even ever had any contact with those buyers...........
very frustrating that constant ebay glitches are limiting sales on the platform!
All anyone wants ebay to do is provide a stable software platform to connect buyers with sellers and that is what they struggle to do the most..........somehow though the fees collected systems NEVER goes down- for that they have NASA grade equipment and software LOL.

It is not working for me either. When I send offers, by phone app or pc, it will get stuck. It does not refresh. I am not sure if my customers are even receiving the offers. I am very vigilant about sending offers. With the lower sales recently, I need all of the help I can get. There has to be something that Ebay can do about all of these unnecessary glitches that keep happening. Lately I spend more time trying to keep my account reliable for my customers through all of the issues. I don't want to go to other platforms! Ebay please listen. It is getting harder and harder to substantiate the fees that Ebay charges when you have to fight through the "glitches". You want to be reliable and be seen as a great brand, then hire top notch IT techs to take care of all of the issues and give them the resources they need to do their jobs. It is like paying $100 dollars a month for cable and it is always out. What am I paying for?

@siamjane8 Just to not muddy the water, I'm not talking about via the Message Link. That might need a separate alert. I'm talking about specifically ON the Send Offers screen from Seller Hub. Unfortunately, it was not just a Thursday Glitch, as it is Friday & it still doesn't work :-(.

I agree. Nothing was followed up on. I never received the payment for the item that was "waiting payment". In fact, Ebay stated that the customer never responded with payment or issues. According to my listings and account, the offer was never sent, and the item was still listed as active. So who would Ebay have sided with if another customer bought it out from under the first customer? I don't even what to imagine that text or comment from the first customer. I'm just going to "keep on keepin on!" I make sure my customers know that I will work with them and that they are my priority. Ebay please listen! I should not have to work this hard to fix YOUR glitches.
