How can I get my profile icon to fill the circle in the profile info that shows under my listings? I have tried circle-cropping the image and uploading different resolutions from 150x150 to 1900x1900, but I still get a little square image in a large circle.

This is the way eBay designed that section of the listing page @taigaevergreens - there is nothing you can do to change it.

Why would anybody design it this way on purpose? Are there any posts on eBay Community discussing this issue? I haven't found any.

Have no idea why eBay chose that design.

I've read a couple other posts about this but I don't want to spend time looking for them. The above post was recent so it was fresh in my memory. You can do a search if you like - there are several posts about the bottom section of the listing page in general, most recently about the addition of feedback comments to that area.

I have seen other seller accounts with profile icons displaying the same way, but I can't believe that it was intentionally designed that way. A reasonable assumption, to me anyways, would be that it's an oversight or a technical issue that needs to be fixed, hence why I'm posting it here.

It's been that way for +/- a year since day 1 when they rolled out this view. So it's most likely not a tech error. You can see similar design on search pages. Go to any seller's storefront. See how the item pics are big? Then scroll down and click to see all items - you're taken to a search page where item pics don't fill out the squares - they have a significant border around them. That's been like that since eBay started rolling out these store & search changes a year (or more?) ago and it was confirmed by eBay to be intentionally designed that way.
Sorry I don't have better news for you. The icon at the bottom of the listing doesn't really bother me, but the way item images don't fill out the squares in search really does bother me so I get where you're coming from. That's the way eBay wants it. 🤷

@taigaevergreens Their issue with not having images FILL their image areas is not limited to the avatar on listings ... I complained a while ago about the same issue on Search results ... it just seems like a page can't be updated without something getting screwed up ... below is what I see when I do a search ... yep, mini pics in the big image field ...
They have a REAL disconnect with what they put in that round listing image area ... they take the Store's logo which is a square field then stick the image in the listing image field which is round ... how does your store front look by the way? Below is mine plus what winds up being put on the Listing ...
This is not intentional, it's just poor programming .....

Actually, they seem to have fixed that a couple of weeks ago. Now both my See All and general eBay-wide search results show square photos completely filling out their squares.

Only in list view. Gallery view still has a huge border.
In the past we were told by an eBay rep that's how it's supposed to look.

So this is interesting and points to some kind of bug or failed fix @taigaevergreens. Different searches show different results. When I search for lionel power like you did, the images are filling out the square.
But do a search for scissors - the images don't fill out the square. Most items I search for don't fill out the square. Wonder if they're working on that, thus the different results?

@taigaevergreens Thanks for that, what is shown is the gallery page layout, my preference is the List format which can be changed in the upper righthand corner of that page ...
Their gallery arrangement (and other sites that do that) give me a headache considering I have grown up with menu driven computer programming and vertical lists of choices ... scanning left to right then down and left to right is not as efficient as just canning in one direction ... like many of us learned to do early on.

Whether that's just the party line, I don't know. We know the site is full of poor programming and unintended consequences. If intentional design is just an excuse it doesn't change the fact that it's a poor result and a less than desirable user experience. On that I think we agree 100%.
