How can I get my profile icon to fill the circle in the profile info that shows under my listings? I have tried circle-cropping the image and uploading different resolutions from 150x150 to 1900x1900, but I still get a little square image in a large circle.

It has been a while but I did my avatar, store logo and store banner all in Paint working with jpg pics. My eBay avatar is actually square so the avatar circle cuts off part of it but I'm good with that.
One thing I remember was that I needed to have an image with a pixel count just under eBay's max size for those three areas.
Here is my eBay avatar from back in 2016. It is 102 x 108 ... yes, a little taller then wider but what you see on the avatar is based on that.
So in general terms you need a high quality small image to get the best results in the avatar image area.... if you enlarge one then shrink it that does not improve the quality.

That's very interesting, thank you. I saved your image above. 102x108 as you say and 3,086 bytes and tested it on my own profile. For me it is still resized to 64x64. Ebay name this file s-l64.jpg:
I had a look at an item in your store and I see that your item page logo has a different image and it's 140x140 which fills the circle (ebay name this version s-l140.jpg)...
I do have a s-l140.jpg version of my avatar, ebay uses this version on other pages, but not on item pages.

That's odd to be honest @pubjoe ... on my listings they show the store logo not my avatar ... and on yours the avatar is smaller like you said ... its got to be a glitch.

I'm just realising now that you have a store and I don't. I guess if it's not a bug then those extra few pixels might be a subscription benefit, which seems silly but possible.

I think eBay has changed the way that the profile pictures work.
I have two non-store accounts, and both have the s-l140.jpg icon images.

@eburtonlab , @pubjoe If that was true you would think they would fix it ... I mean they are all about wasting space in general why go cheap on something that should be 140x140 pixels??? It could also just be bad code being written ...

@eburtonlab I also have the s-l140.jpg displayed on that profile page.
How is you avatar displayed on an item page, under listing, as per thread title? This is the larger circle and this is where I get the s-l64.jpg

Ah, I misunderstood. I thought you were asking about profile page icons.
I do not have any listings.

@pubjoe I was snooping around some history and found this thread ... not sure if it applies or what they tried worked or not or if the issue was even the same: Solved: Problem With the Avatar - The eBay Community
@shipscript Hey Ship ... not sure if you came across this issue on other threads or not??? Size of several posters Avatars here are small inside the avatar window opposed to filling it.
I also found this in the Help Pages: Your eBay profile page | eBay
" ... Recommended profile picture dimensions are 300 x 300 pixels, with a minimum resolution of 72 dpi (dots per inch) ..."

As far as under the listing banner goes, only those with store subscriptions have their logos fill out the circle. The rest of us get the ugly and dumb little-square-inside-a-large-circle treatment. It has nothing to do with your image's size or quality, and there is not a fix for it at this time.
I don't believe it's an intentional "feature." I think it's a case of bad programming that nobody has bothered to fix. It seems eBay is still working on redesigning what listing pages look like. In fact, a couple of weeks ago my listings were showing the icon next to the seller ID on top of the page (and it was round and filled out the whole circle), which leads me to believe that the ugly bottom banner probably won't make it into the final version of the listing page.

Yes, this issue has been ongoing all year (or more). eBay can't seem to decide if it is better to crop the logo (like chat face icons) or show it in its entirety. eBay recommends uploading a 300x300 logo image. Mine is square with sharp corners, but we can see that it is variously cropped or floated (square, round, or rounded square) in the available spaces both on the core site and in the community.

@taigaevergreens I agree they have either poor or incomplete programming for all accounts that have the smaller avatar version ... I wonder if they consider that part of the eBay "Brand" ...
Yes, I believe they are spot testing some new listing page layouts. It was on my account near the end of May for a little while. I created a thread on it and think the version I saw was an improvement for presentation purposes. Here's the thread if interested: Re: NEW Listing page layout!
