I contacted eBay through a website that said eBay because I can’t get a hold of you at eBay they’re telling me I need to get a Wallet and put $400 on it to get a refund of $1700 is this right?

If you want to contact ebay, you MUST go through ebay to do so. Phone numbers and websites you find in google searches are mostly fakes and will steal your money and passwords. They may also hack your accounts.
