I contacted eBay through a website that said eBay because I can’t get a hold of you at eBay they’re telling me I need to get a Wallet and put $400 on it to get a refund of $1700 is this right?

I bought an icemaker for $1700 approximately a guy on eBay because I could not get a hold of nobody and eBay is telling me that I have to go down and buy a $400 card because it’s a high value amount which is my eBay wallet supposedly sounds shady. Pl...
