I am trying to pay and print shipping labels and I am receiving the message "Please be aware that UPS, eBay Send, USPS are experiencing issues at the moment. We apologize for any inconvenience and if affected, ask that you try again later." When will this be fixed?

These things are usually fixed within a few hours, though we've seen it take 'til end of day on occasion. Impossible to say unless eBay provides an update.
For USPS and UPS you can purchase labels at pirateship.com at comparable rates as an immediate solution. Unfortunately, that's not going to help you with trading cards shipping eBay Standard Envelope.
Hopefully it's fixed soon and, at minimum, you can get labels printed today even if you're not able to ship until tomorrow.

Having same issues printing out standard tracking labels for my postcards.

I tried to print a batch of UPS labels. Only one processed. The others errored out. (It says I was not charged.) I tried to process the others again and they errored out again. **Then I tried them one at a time and was able to get labels for each.**
Something to try if you're in a bind...

Nevermind. Not working for singles anymore either...
This is just perfect. It is approaching the end of the day and we cannot generate labels. Yes, they could technically be purchased on other sites... but then we forfeit the protections we get by using eBay's label... Not a good option.

You don't get any extra protections purchasing UPS labels through eBay @replacementradios . There's no reason you can't purchase those UPS labels from pirateship.com - in fact, with pirate you can even link your eBay account so pirate sends tracking directly to eBay and you don't have to manually upload it.

You get 'protection' from a claim that it was sent to the wrong address. If you've simply printed eBay's label there is no chance they can claim you fat-fingered a street address, resulting in mis-delivery. (UPS tracking online does not show the street address the package was delivered to. Only city/state/zip. So using any other source for labels is not definitive proof you didn't make a typo.) This has been an issue for us in the past, unfortunately. It's why we only use labels from the sales site now...

That's interesting. I download and save PDFs of all my shipping labels, so I've never had a problem proving I shipped to the correct address. For a buyer to win a claim saying the item was shipped to the wrong address they have to get a document from the shipping carrier before eBay will consider their claim.
