Incorrect message to buyer that Seller does not ship to AZ

Apparently some AZ buyers are getting a message that the seller won't ship there when that's not the case.  I wonder how many buyers just give up and you never hear from them?

What are they selling. I live in Arizona and know most plants, trees, seeds etc cannot be shipped here.

It has nothing to do with prohibited items, either eBay's or AZ's.  I had a buyer contact me that they can't buy an item (a socket wrench) because they get a message that I don't ship to AZ.  That is not the case, I have no such preference set and ship there all the time.  As far as I was told its a system issue where some buyers in AZ are receiving this message in error.

Must be an error because there is NO WAY to 'exclude' AZ; or any of the 48 Continental States.

This has been an off/on problem to not just AZ but many other places and has been happening for well over a year.

When this happened to me as a buyer, if the seller sent an invoice I was able to pay.  This intermittent eBay error has been around for about a year and still no fix!
