I have a problem with changing my country. I want to change from Singapore to United States but the tab country is disable. I could not change. I reached out eBay customer service but they could not fix at all. They told that only me can change this info. I cleared the caches, data and changed the computer to try it. But the tab is still disable. Could someone help me out? Thank you

If you live in Singapore, you should leave your location as Singapore. I assume it is tied to your address from your accounts. Or do you live in the US?

I lived in Singapore before. Now I am living in US. I want to change to US country and update the currency billing

you need to change your entire address..........not just the country......... have you tried change the street address, etc and then changing the country.......may need that to activate the country box.

I tried to change street address and zip code to activate the country field. However it didn't work. The field is still disable.

In my opinion you cannot change the country because your account is seller account. You can change country, name, surname using the form only if your account is buyer account. So, if you move mouse pointer over "I" icon the tooltip will appear: "Contact support for changing country". So, I think the only solution to change country is to contact the support.
So, 4 months is passed. Did you managed to change your country? Can you describe experience?
