I am not eligible for Promoted Listings - Yet I am a Top Rated Seller

Hi dear eBay customer service,

I have been trying to solve this issue for months, I am a Top Rated Seller and have been for months but yet I am not eligible for promoted listings, I have never been eligible since I had an account. After over 10 calls I was told by a supervisor, that this is a common issue that started in May. In the past 6 months no resolution was offered. This glitch in the system reduces my sales and definitely decreases your Ebay's revenue and fees on my products. Please provide a resolution.

Also I could share item numbers with you, yet I can confirm 100% that I am simply not eligible.

I always get redirected to:
https://pls.ebay.com/plsweb/ineligible

This page encourages me to become eligible but as you should be able to tell I already am.

Promoted Listings is working with me (even i'm not Top-rated seller).

but i have a friend has same issue as yours, i hope if you fix this issue, please let us know here to refer it to my friend.

Thank you for the tag @dhbookds! @soswizzled do you have an example of item numbers that you are trying to promote and it does not let you? Also if you can share what error you are getting when trying to promote those listings as well.

Hey Devon,

Unfortunately all of our listings are in eligible,   we land on a page "https://pls.ebay.com/plsweb/ineligible" which tells us we need to be above standard, but our account is top rated.  Ive tried to contact ebay support via chat and voice and we keep getting a generic reply saying that it will eventually be looked into.
