Getting ACCESS DENIED in Resolution Center when asking eBay to step in to escalate a request

(I wrote this on the Bidding & Buying board because, honestly, didn't realize this board existed until after the fact so I apologize for the double post - I do not post here very much and couldn't find another place to directly report a bug to eBay!)
Currently having a problem with a seller so I opened a request and today was the day I could finally escalate it to ask eBay to step in. After trying to submit my request, I am taken to a white page that says:
Access Denied
You don't have permission to access "http://www.ebay.com/res/ItemNotReceived/EscalateRequest?" on this server.

That was on Firefox browser. I tried again on Chrome and received the same message but with Reference #18.e73a2b17.1546010056.436c8690.
Is anyone else experiencing this problem? How am I supposed to ask eBay for help when they've broken their own website and made it impossible?

Hi @rainey_daze, I didn't run into the same issue when trying ask eBay to step in through the case. I'll make sure this is reviewed for appropriate action and if you run into any problems in the future you are welcome to update us!

I should point that I have already tried:
- Clearing out cookies and temporary internet cache and restarting my computer.
- Using my home computer and am not on a public network (how I always use eBay), not using a mobile device or app.
- Up to date versions of Firefox (what I usually use), Chrome, and Edge.
- Directly messaging eBay on Facebook (do not have Twitter) but it said it can take "days" to respond.
And that I am currently having no other problems accessing other parts of eBay - it is ONLY when trying to submit an escalation request for eBay's help in the Resolution Center.
