Yesterday when attempting only to update a sale page I was given the notice "email address cannot be used for PayPal payments at this time" I contacted eBay and they said they had some reports about this issue but that it may be an issue with PayPal. I call PayPal and they look at my account and everything is fine on their end but they did have some information about eBay pulling out from their payment platform and eluded that eBay and PayPal are not talking. Humm? So, I call eBay back and that CS rep. admits that there is a "GLITCH" in their system and that it would be fixed in 2 days. TWO DAYS? In addition to all this my sales have tanked as though all of this is effecting my sales although eBay says that this "GLITCH" will not effect my sales. Yeah Right! I have not been able to list, relist or update anything in 24hrs now. I run a business and eBay's "GLITCH" is effectively given me a restricted account!
That brings me to my next question, is anyone else having this issue? I ask because you would think this would be all over the boards but it is not. Is eBay punishing me for something and not telling me or lying to me? Please post if you too are having this issue or "GLITCH".

Not that PayPal is anymore forthcoming on matters like this but they have already stated to me that there is no issue with my email on their end and eBay already admitted to a "GLITCH" in their system. eBay initially tried to blame PayPal but the second CS rep admitted it was an "EBAY GLITCH", her words.

You are not the only one having this issue, this issue has been reported since at least 2014, and here, maybe not widespread, but it exists. I have no idea.
One person said this worked;
" I had updated my PayPal account by changing the primary email address. PayPal then sent an email thanking me for providing a tax identification number, even though I had not provided such. After that the listings seem to work again. I am not sure what exactly happened, but I think the tax information was indeed the culprit. Whether it was a glitch or it just needed time, but I hope this helps anyone who has a future problem simillar to mine."

OK….eBay CS today acts as if they don't know anything about this....notes on the account should have revealed this. Ebay is saying there are no issues with my account. I point blank asked if there was a "SECRET" suspension on my account and there is not....they say! But what is it when for 2 days you are not allowed to list, re-list and update your listing? 20yrs on their site, this is sneaky and underhanded and I ASKED if this was the case and I am being told "NO, your account is in good standing and there are no limits (**bleep**) or suspensions on your account. Also re-called PayPal and they are still saying that it is an issue on eBay's side, no issues with my account.

Do you have a Paypal business or cash account connected to the email address used? Paypal made changes earlier this year (don't ask me what they are as they didn't affect me) about how payments are received and disbursed.
We seem to be getting closer and closer to a situation where nobody is responsible for what they did but we are all responsible for what somebody else did. - Thomas Sowell

Taken literally, the eBay message is saying that it cannot validate your PayPal address in whatever way they do in order to accept the buyer's payment. Perhaps the address you have associated with payments for that listing does not match your actual PayPal address.
If you're absolutely sure that there are no typos or misspellings in the payment address that you have specified in that listing, I would try setting up a new PayPal email contact address for your PayPal account (you can have several), plug that into your new listing instead, and see if that works any better.

The issue started when I attempted to adjust the count on an item that JUST SOLD. So, I clicked on the link from the sold listing to update the amount of items. I changed the number from 3 to 4 and his submit. Nothing else was changed or has been changed so it's not as if I am mistyping my email....it's pre-filled in a sale a page that is still listed and a sale had just occurred. However, when attempting to list new items I did, several times, re-type the email to see if that would fix the issue. It does not. So, eBay effectively has me on a SECRET suspension that they refuse to tell me about. I find it strange that the CS rep could tell me it would be fixed in 2 days....that's a very precise time frame for a "GLITCH" that they are working on. I chalk this up to eBay's ability to punish you and even lie to you about it and not tell you why this is happening...."No, your account is in good standing, nothing wrong with it and there is no suspension or limits on your account" REALLY? then what is this?

Check for other issues on the listing page. The error message may be the wrong message and the problem may actually be some other compliance issue that has not been met.
Are you opted into eBay's new Managed Payments? If so, that could be related, and since not very many sellers are in that program, the issue would not be very widespread.

Called eBay for the 5th or 6th time because I was getting the run around and being told different things from each CS rep. Most attempting to pass the buck onto PayPal. I called PayPal again. They put me through to their account limitations dept. They confirmed everything I already knew. My email address is linked to eBay. It is up an running properly. In fact I was able to print out USPS labels this morning from eBay via the link to PayPal for payment. I also received payment form customers and payments went through to that same LINKED EMAIL. Therefor, the email in question IS LINKED to PayPal. However, I got PayPal to do a 3 way call with eBay customer service. It was then, with PayPal on the line, that eBay ADMITED that this was their issue and not PayPal. It started with a "SYSTEM UPGRADE" (more like downgrade). He went on to say their engineering team was working on it but could not give a time frame. (incident call log #1-226652219290). So, I can print labels and receive money....I just cant list, relist or update and sale page! Sep-2nd was 20 years on this site and this is the anniversary gift!

Never had problems b4 linking ebay and pp, then, some years back, i linked them and encountered some 'glitches' here and there, so I un-linked and problems never occurred again.
Just an FYI

I have been getting the same message sunset August 20th it’s sept 11th and I still can’t list, and had a 3 way call as well and the WBA’s CS said they couldn’t be recorded which is standard procedure so I hung up and continued to talk to pay pal and my account is in full standing, eBay keeps giving the run around. I actually had a eBay CS tell me don’t worry about it, that reall got me **bleep**, but haven’t been able to list anything for 30 days , and I have a brand new account.

This is an OFFICIALL NOTIFICATION about a "SITE WIDE" issue on eBay per Customer Service Department.
Just got off the phone with eBay CS, service reference #1-226919614437. She checked on this issue and in HER WORDS "this is a site wide issue effecting many sellers" she went on to say that the hope to have it fixed by "Oct. 25th". This is my 3rd day of dealing with this...another 12 days added to that it sounds allot like a 2 week suspension! I told her this and I point blank asked again "is this some kind of secret suspension that eBay is not telling me about?" and she said "no, it is site wide and my account is in good standing with no issues or suspension". I mention this all so that I can keep a record of this in case it ever comes out that eBay does place sellers on a suspension and then lies to them about it. That certainly would be actionable....of course I would have to go through the agreed upon arbitration first...part of the eBay policy run around but this would be a serious issue that I don't think arbitration would remedy...unless it was a very GENEROUS offer from eBay....LOL, like they would!
I just want to OFFICALLY notify the eBay community that this is a SITE WIDE ISSUE and eBay CONFIRMS IT. Since they no longer post issues on their site so that their customer can know it is left up to us to report it to the rest of the community! REALLY?!
