Receiving constant 'Server Error' messages when uploading items. This condition has been ongoing on Ebay for years. Can someone please knock on the door of the supposed IT Department and wake them up? Thanks.

You may want to report the issue to eBay yourself so eBay can take note of the specifics of your situation. Many eBay pages have a "Tell us what you think" link or a "?" icon in the lower right corner that can be used to submit a technical issues report directly to eBay.
