Can't combine shipping unless I buy labels for all my orders

I have 4 sold orders. 

The second buyer asked me questions about an item.  He wanted a sheet of stained glass cut a larger size than what I had listed.  I told him the glass was already cut at the smaller size.  He messaged me again and said he wanted 2 of the glass in the larger size, then immediately went to the listing and bought the smaller size.  I have been messaging him ever since and asked him if he meant to buy the smaller glass.  No answer back.

 

Buyer 1 . Placed her first order before noon today and I shipped it.  An hour ago (5 hours after the first purchase) she bought 4 more items in lightning-speed succession and paid immediately for each one (somehow 2 did get grouped together as one order) after purchasing.

 

So now I have 4 orders showing up as paid and needing to be shipped.  I have done combined shipping before after the buyer paid.  No problem.  But this time when I try to combine the 3 orders for buyer 1 it only allows me to buy labels for all the orders.  Several times I tried to select just the 3 order buyer's items, but each time it includes the other buyers item as well to purchase labels.  I can't even print a packing list for the 3 orders after I combined them.  It will only let me print them one by one.  Neither buyer is fond of communicating.

 

If other orders show as paid, do you have to buy labels for all of them at the same time?

 

And why can't I print a correct packing list for the multi order woman?

At the top do you see a combine link that looks like this?

If you don't, then there is one of 3 situations happening here:

 

1. The woman that placed multiple orders used Guest checkout which means the userid on each of her orders is different so you cannot combine and have to assign different tracking numbers to each order.

 

2. These items are going to the eBay International Shipping (eIS) hub. You can't combine orders going to the eIS hub.

 

3. Same buyer, same buyer id, but different ship-to addresses so, again, you have to ship separately.

Walk without rhythm, it won't attract the worm.
