Good Morning,
This the first time I accepted an offer. When I check to see if buyer has paid "it says pending". Try to contact buyer I get this message; Offering to buy or sell outside of ebay policy.
I am just trying to contact buyer about payment of the item and also before you could send an invoice can't locate that.
What should I do?

Do not send anymore emails to the buyer.
Not even a 'hello' to this buyer.
Just sit tight and see what happens.
Don't worry about 'invoice'.
Delete emails between you and buyer.
And hope this blows over.

I'm with james. Sit tight until the order is paid for before shipping... an invoice is unneccessary.

EVERY message sent or replied to, says that (except messages from ebay)

I believe "pending" is what's shown for the short time between when the buyer makes payment and when the payment is fully processed.

I'm with @albertabrightalberta , as a buyer, I've seen this in my purchase history more than once. If there's a glitch or a buying spree, it can be a while before payments go through.

Contrary to other comments.....
you "could" simply message the buyer ask. "were you able to make payment? as it shows pending in ebay"
also if it remains showing pending in ebay for more than a couple hours, you could ask ebay to call you and inquire if it is indeed a glitch or not, as anymore those are extremely rare.
the computer reads all messages if it picked up on specific verbiage it didn't think is normal you will get that warning, nothing to worry about unless you keep doing it.
all messages are recorded, permanently, even if you deleted it.

Nope; it's on ALL messages, incoming, outgoing etc. and has been for years.....

no, that's different. the message they are probably referring to is one "I" would get if say I "tried" to send you message offering you a item for $50 thru paypal or any other payment service (offering it outside of ebay or providing a telephone number or a whole variety of other things), I would get a big red warning and it wouldn't even send the message to you.
the one you are talking about is a standard message that is always there.....
*however after a buyer has completed payment, you can send all the information you wish and that message will not appear.
