Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

eBay sent me a coupon to use on a purchase. I’ve tried several different items, but the coupon won’t work. I know I had to spend at least $30 to make the coupon valid, but still nothing.
