Bought a service that the seller advertised as "same day" and would be emailed within 24 hours. Three days later and several messages sent including a request for refund have netted absolutely no response. The ad says 'returns not accepted' and if they won't respond to messages, does that mean I am out the money I paid for the sale?

Yes. eBay policy states:
Electronically delivered goods can only be listed by eBay approved sellers and must follow our policy.
PayPal concurs, but your card issuer does not agree. If you file a chargeback, your seller will pay an additional $20 on top of your full refund.

Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 days, you can ask Ebay to step in to help you.

Unfortunately, you have been scammed, and there is not much you can do about it. Digitally delivered goods are not protected by ebay, unless the listing includes you receiving a physical item like a letter with the codes, or activation key, which has to have tracking. Neither PayPal or a Card provider will protect you either, since there is no way to prove you did not receive something. On the listing page there is probably a notice stating the "item" is not protected by the money back guarantee.
As the previous replies state, only ebay authorized sellers should be listing digitally delivered items. The link below, which is for sellers does tell you where you can find the items listed by authorized sellers.

Thank you all. The seller finally responded today, saying she'd emailed me the document several days ago, and resent it with proof showing it had been sent. I had checked everywhere but there was no sign of it. Guess it disappeared into the wilds of the ether. So glad I didn't write a bad review. Thanks again!

Dispute the sale on your credit card. That will win. Ebay doesn't like this but you usually win.
Ebay does not get involve with dispute on your credit card but you will get the charge back.
It worked for me. On the negative sell...I had one I lost...sold something to a person in Cyprus
with tracking but he did a dispute from his bank and I lost...plus the bank charged me an additional $20.

Update: I had sent several messages saying I didn't receive it, it wasn't in my spam folder, etc. After no response for four days, I asked for a refund. Then I got a response saying they'd sent it, and they sent it again. I thanked them and wrote a positive review.
What did they do? They blocked me. 🤷

Might not hurt to create your own thread while you are at it and not hijack one from 2022. I wonder why the site Ai isn't locking down threads after 30 days or something?? Been a LOT of them being necro'd from the ether lately.

When is the estimated delivery date? The day after that date you can go to your purchase history and open an item not received claim.

I concur with that statement, I find it annoying as I don't pay attention to the dates, to invest my time and get involved in a thread just to find out it's from years ago... I wonder if the powers that be can make what you suggest happen?
My vote would be 60 days no action, close it.
