Received damaged item 4 days ago. Send seller 3 messages. Seller never responded. In the past, I could contact ebay when I had a problem with my order. I don't see that option now. Are we now forced to keep damaged items with no refunds?

There's no need to contact eBay. You just need to open a Money Back Guarantee case. Go to the item in your purchase history and click Return. Select that the item was damaged or defective to open the case. Three business days later return to the case and ask eBay to step in. They'll send you a return label, and once the seller receives the return you'll be refunded in full. The entire process is completely automated.

You CAN contact ebay by clicking under help and contact at the bottom of this page, but I'd advise against it.
You would be far better served following the advice given by kathiec. Customer service reps contacted from this page will most often give you bad advice, and tell you anything to get you off the phone, including outright lies.

Nobody seems to notice that there is an MBG program even though it is stated in nearly every window on eBay.
Posts like this are rife in the boards.
Nobody has to accept damaged items, nobody has to accept missing items, nobody has to accept late items... All they have to do is file a claim within 30 days , starting on day 1 after the last Estimated Date of Delivery and let 'er rip.

...and its hard to reach CS on purpose... The reason for the automated MBG process is to streamline the procedure and send complaints directly to AI for processing. Its much easier for eBay to funnel issues through the AI than field phone personnel to fulfill lengthy CS cases when it can be done automatically and efficiently in seconds.

Exactly, odd question from someone who has experience selling here. How could someone have sold on here for years and still not be aware of the MBG....

The 30 days from last estimated delivery date is the deadline for an item not received case. The deadline for a not as described return is 30 days from the date the package was actually delivered.

But your "general blanket statement" was 100% incorrect for the OP's situation and misleading for anyone who reads this thread in the years it will be searchable (I still get helpfuls on posts from 2015). So I would respectfully submit that it's better to be as precise as possible.

I very seldom use ebay as a seller. As a buyer, I've never had damaged items received. Sorry if my question **bleep** you off.

Advice please in this scenario. Bought a liquid soap bottle. Received in a plastic USPS envelope . Glass was shattered and the soap was everywhere. Took photos of damage and threw this out as was clearly a mess not to mention a hazard . Buyer states she packaged properly and I need to file claim with USPS.
( Ive SOLD an item that got damaged and I did not ask buyer to go through that debacle. It’s incredibly challenging to get the post office to refund in my experience.)
Policy states either party can file a claim. Clearly I can’t “ return” this to her. I sent her pictures.
Can’t call EBAY - what to do?
