There is generally no need to contact customer service or upload a photo when you haven't received your item. Just wait until the estimated delivery date passes, then you can file a non-receipt claim. Instructions here: https://www.ebay.com/help/buying/returns-refunds/get-help-item-hasnt-arrived?id=4042
If you don't get a refund within a few days you will be able to click a link and "ask eBay to step in".

ALL eBay buyers, as well as all eBay sellers, need to make themselves acquainted with the Money Back Guarantee for buyers, preferably BEFORE launching a buying or selling career here.
In the listing where you made your purchase, you saw an estimated delivery date. If/when that date arrives and you've not received your purchase, no need to contact anyone. Just open an item not received case and follow the prompts.

The system for opening a case on ebay is completely automated, and very simple to use, as @wastingtime101 has laid out for you. It's much less stressful than contacting CS through this site, where you no doubt will get an ill-trained CS rep who will tell you anything, true or not, so they can move on to the next member's issue.

If they're asking you to upload a picture, I suspect you're trying to open the wrong kind of case. If it's past the last estimated delivery date go to the item in your purchase history and select 'I didn't receive it' under More actions.

I'm fascinated - how would someone "load a photo of it never being shipped!!!!!"
If you have waited more than 2 weeks and there is no tracking showing and seller does not reply, you would be within your rights to hit the Item Not Received button. Calling customer service will not fix this. it sucks to have a bad mail order experience, it seems e-commerce is a promise that doesn't play out. If there is no affordable way to guarantee an item will be delivered, its toast.
