Price gouging is illegal, and the Office of the Attorney General has the authority to prosecute any business that engages in price gouging after a disaster has been declared by the governor or president.

Yes, price gouging exists, plane ticket prices go up, rare items get expensive, retailers will also charge more because they know the consumer has no choice but to buy from them... ever bought a soda from DisneyWorld? or any other theme park?
It's all part of capitalism, anti-gouging laws are actually more harmful than helpful. They create shortages. If walmart had raised it's prices as demand for toilet paper went up , they probably would not have been cleaned out. You certainly would not have seen very many people buying 20 packs of toilet paper if they cost $30 each instead of $3.
Ebay is one of the last reserves of needed products, and if everyone sold at store value, they would have gotten cleaned out just like everyone else.
High prices on ebay also encourage individuals to give up some of their stash, and help relieve some of the shortage.

Price gouging is not a free market practice. It is illegal which is subject to criminal charges., and you can got to jail, be fined up to $10,000. You can be sued in a civil action as well and be forced to make restitution. Then again I guess some people don't get it because they have to have a criminal mentality to think it's ok do this in the first place.

This isn't a fairy tale nor a free market. Study U.S. law Price gouging of essential products during an emergency crisis is illegal. You can go to jail, be fined up to $10,000. You can also be subject to civil action and be forced to make restitution.

If bidding starts @ $1 and the bidders jack it way up in price, is that still considered price gouging?

It's hardly that simple. If folks are permitted to continue listing products on ebay at inflated prices, these people will continue buying up everything sold at normal prices in stores, leaving folks with no option but to buy at inflated prices.

I don't care much for Bezos, but Amazon is definitely doing it's job as a responsible player in this crisis..

There is no choice when reporting an item, for "Banned/Restricted." It is only PROHIBITED, and there is no "Price Gouging" option there.

You can't. There is no eBay policy against it. Pricing is up to the seller. It is up to the buyer whether or not to buy the thing.
