We purchased an item recently. The seller provided tracking information that when looked at involved a delivery to a completely differently state. When we complained we had not received the item, they changed the information to something that was not searchable. We opened a case. Just before the case was to be decided, the seller updated the tracking info with a fedex number that was delivered to our town. Following the fedex number showed a delivery photo that was not our house. The package also originated from a different location than the original shipping. The tracking information also does not show a specific delivery address, just a city. Ebay decided the case against us, saying we must have received the package. It has been appealed, but unless they actually look at the bogus tracking info and realize the seller is a scammer, Ebay will loose a 20+ year customer.

You have been the victim of a fake tracking scam. The seller's send something, an envelope or small box with tracking to a different address, and uses the Delivered scan to win an Item Not Received (INR) dispute. eBay's automated INR system is not allowed access to anything but the scan information, due to shipping company's privacy policies. eBay's reps cannot get specific label information from a shipper because they are neither the sender or recipient.
When you file an initial dispute it will be closed in favor of the seller. In the message you receive telling you that, there should be an appeal button. You have 30 days from losing the dispute to appeal, but in order to win you have to do some leg work. The info below is what you have do do when this happens with any shipping agency.
You will have to go to your P.O. or a local UPS or FedEx store. You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. In the case of FedEx and UPS, if you can call them first and get them to send you an email saying the label's address does not match yours. bring a copy of that or your device with the email, with you to one of their stores. eBay will not accept an email as proof, because emails can be faked.
You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. . If the info does not match up, you ask the clerk to write a note on Company stationary saying in general that the shipping label's address was not yours, and if applicable that the package type/size/weight was not right for what you should have received. Show them a copy of the email, which may get the clerk to agree to writing the note. explain that ebay doesn't accept emails. Do not ask them to write specific address or package info, they cannot give it out. Have the clerk print their name then sign and date the note.
Once you have the note, you can appeal the dispute ruling, if you have lost an appeal already, you contact ebay through their Facebook or Instagram social media pages. (links below) You can write out what happened in the message, and what you found out, and add a CLEAR photo or a scan of the note to an Appeal or message. The social media reps know about the fake tracking scams and can authorize a refund, but you will need to have the seller's username and the ebay item number. In the future I strongly suggest that you check the feedback profile pages of each seller you intend to buy from, before bidding on or buying their items. You can access a seller's feedback profile page from near the bottom of listing pages. Use the See All Feedback button below where their name is in a large font. On the profile page if the seller has received neutral or negative feedback, click on the numbers of them to read only those comments. Never go by a feedback percentage alone. Some people who have been scammed but did not file a dispute may have left feedback saying they never received their items.
As a long time member you know how to find a feedback profile page. The above is for newer members.

I would suggest you take some screen shots of the Tracking Information - But I'm not sure who you should provide it to? Maybe contact eBay again and provide All the Tracking Numbers and Screen Shots.
Are you able to provide the Tracking #'s - There's plenty of sites to check tracking!
How a Seller can change the Tracking Info - I'm not sure?
Contact your Financial Institution to see if there's any Redress.
Seems there's more and more Scams and eBay is Allowing or Participating in them!
eBay and PayPal used to be my 1st Choice, Now it's an ONLY if there's No Other Option Store!

You need to get a letter from FedEx stating that the package was not addressed to you and file mail fraud with USPS.
Once you have those, use them to appeal the case.

Last night EBay sent me an email stating that they would refund my money from a buyer who used fake USPS tracking numbers to “Prove Delivery”.
Purchased in mid February my communication from the seller included Aquiline “tracking numbers” that showed the package was awaiting pickup. Delay after delay and messages from the seller stated they had not shipped yet. I immediately canceled the order and 24 hours later they insisted the shipment went out. With only Aquiline “Tracking numbers” to go by there was no way to tell what was happening. When I opened an issue with Ebay two weeks later (the day before yesterday) the seller posted a USPS tracking number (for the first time) that proved deliver two weeks prior!!! Before I could get to the USPS to verify the tracking number proved shipment to my address (it cannot be done online), Ebay ruled a delivery had been “Proven” and my cancellation was cancelled by Ebay.
I sent in a protest including the fact that I’d spoken with an USPS supervisor who stated that the tracking number provided was proof of delivery to a DIFFERENT address. My protest also included the screen shots of two weeks communication with the seller and all of the “tracking info” he provided. My protest was polite, but firm and concluded with a statement that whether I got a refund or not I’d reported a cheating fraudster.
I’m grateful for the refund but the communication suggested that they had not noticed any fraud in the process.
I guess we all need to be vigilant: “Buyer Beware”.

Wow, so this is how they are scamming people with the tracking number.
When ebay do an investigation don't they go to the tracking number and just make a call as part of the investigation make sure the buyer's address is confirmed correct from the initial delivery company?

I called UPS and gave them the details of the Seller OUTDOOR SPORTINGS and how they waited 2 weeks to post a UPS number that was in my town and had close to the same expected delivery date..I work from home and have a large window and cameras on my front door, so I knew nothing ever was delivered. I was given the name and zip code of the person the package was delivered to as well as the name and shipped from location (Amazon in Chicago - not OUTDOOR SPORTINGS in China)...I did a simple lookup on Google and found the person's address and drove there, knocked on the door and spoke with a very nice woman that informed me that she had purchased shelves through her Amazon account and that was the package delivered on the specified date, I was able to receive a screenshot proof from her of her delivery and order details - which I submitted to EBAY...currently awaiting EBAY's response.
#1. I don't know how sellers are obtaining fake tracking, but it makes me lose complete faith in EBAY
#2. After I started having issues with the seller OUTDOORSPORTINGS I began looking st their Seller Reviews and realized that they were mostly faked copy and paste responses from the same buyer for products purchased for $0.01
I hope to get resolution soon but doubt I will continue buying off EBAY.

Can anyone confirm that this appeal process actually works? I watched a YouTube video where the guy recorded his conversation with a UPS CS rep. This UPS CS rep said eBay could simply call UPS directly to confirm an address mismatch. eBay Facebook says they won't do that. I've yet to pull the trigger on an INR claim because I know it will be automatically denied. I'm then left with 30 days to appeal. The alternative is to treat this like a chess match and fight policy with policy. It has been suggested that we file SNAD and request a return. My item has a 'no returns' policy and I'm pretty sure the seller is outside the US. They would not be prepared for a return. If they refuse the return, I get a refund. If they accept the return, they'd have to dispute the gift I send them. If they supply the label and there's any problem with delivery, I also get a refund. This plan B seems easier and more certain in outcome.

Thank you for this. I was just able to get a positive resolution to a similar situation by contacting the Facebook/Ebay via Messenger. I had gotten the bogus tracking number actual address from the FedEx driver and the Ebay contact actually reached out to FedEx and confirmed the address and granted my refund. So grateful!

Same thing happening to me seller sent tracking # fedex picture is not my home where it was delivered Ebay sided with seller saying it was delivered ive been a member over 25 years with 100% feedback they might lose me to if this is how they are going to do business appeal has been filed
