I was trying to make an offer on an item and it asked for payment before I submitted the offer. Has anyone else seen this? I edited my address out for obvious reasons.

And bank accounts. I have more than one bank account on mine and I don't wish to give careless ebay access to THOSE accounts.

Having prepayment pop up is a hassle. I won’t use it - sellers that have this requirement won’t get my business. That is their choice.
Issue for me is that I don’t want holds placed on my credit card. When I spree buy, I’m big on offers - that is very common with what I usually buy. And my success rate is probably less than 50%. I make a lot of fair but “lowball” offers.
It must have been June - made around $2,000 in offers, ended up with about $1,100 worth of items. That was over ~15 lots, several of those with combined shipping that would have been impossible with the prepayment requirement.
Good news is that - seemingly - my sellers have ditched the prepayment requirement. A lot of them were using it when it rolled out - it was pretty frustrating. This spree, I didn’t encounter it once.
None of this is about not wanting to pay. I pay for all of my purchases - and I do it as soon as the offers are accepted and combined shipping is applied. And, yep, I pay my credit cards in full every month.

The problem is MANY sellers don't even know that this problem exists. I've sent many messages with screenshots to many sellers and so far NONE have removed it. AUG 7, 2023.

Saw this for the first time today. Caused me not to make an offer for an item. When I pay, I want to make sure Honey is turned on so I get the points. Plus, I have a credit card that offers 4% cash back on eBay from the credit card's site, so with this payment method I'm losing out on both cash backs. This is unacceptable. The only purchases I'll make on eBay now are the Buy It Nows so that I can put something in my cart and then control how and when I pay for it.

Here's another problem - sellers like to use their "spendable funds" when buying...at least I do!
But seems this is only possible with Buy It Now items???

Does that include money that ebay has not deposited into a sellers bank account, but they have already earned via sales? When you see that take a picture and use paint or whatever you have on your computer to remove your personal info and post it.

I have had multiple offers not get paid, sellers have been complaining of ghost accounts making best offers them getting accepted and then not making payments. Having to wait 4 days to cancel the order. So ebay is trying to make the sellers happy. Now buyers are upset.

In the short term this will likely stop users from buying on the ebay platform. The fact this this has spread to bidding is just stupid. The employees making these decisions need to be fired. I've already opted out of Mismanaged payments and I can opt out of buying too.

As a buyer only, I’m not upset..simply move on and seller lose a sale..in some cases, if I like the item, I send a message to seller and he/she agrees on the offer and submit to me, I’ll buy it..did it today twice..most important for me that seller responds in timely manner..

It really comes down to one thing. If you got the money you will buy it if you don’t have the money you wont and you certainly wont hold the seller up for days with wishful thinking that they have actually made a sale on here.

I tend to disagree. eBay is trying to monetize a problem for their own gain.
They want to make sellers happy? Get rid of the non-payers and prevent them from getting a new account. Problem solved.
It really comes down to one thing. If you got the money you will buy it if you don’t have the money you wont

I have the money. Before this debacle I USED to buy over a couple of K$ a month. My ID is 25 years old, has thousands of feedback, and NEVER an unpaid item strike. Now I won't bid so long as I am unable to combine multiple wins from the same seller for a combined invoice. If a seller does not want my money because they fear I won't pay, that is their choice. They can limit their buyer pool any way they like and only accept offers or bids from everyone else. They can cancel bids from those bidders not yet forced into the program to really make sure they don't have an NPB. Too bad for them if I was going to bid $200 over the ending sale price. They will never know what they are missing anyway since eBay will not provide the stats for those of us who elected not to play this new game and backed out.
The buyer can still play the "cancel" card after the fact. There is no limit to block buyers who request the cancels as sellers had for those with unpaid item strikes.
