I have attempted to purchase dry dogfood on several occasions and it's a scam there is no way so many sellers can not make a simple delivery, excuses such as delivered to wrong address, there was an accident in route I can keep going. The hardest part is with all my issues I cannot get directly in touch with any Ebay customer service rep. Sellers request I drop case for refund and then no refund appears and I have no means to reopen my cases, so Ebay wins (with their commission), seller wins with my payment and i am the looser with loss of payment and no product, refund or means to get assistance from Ebay. Can anyone out there assist me????

ALL eBay buyers as well as ALL eBay sellers need to read the eBay Money Back Guarantee, preferably BEFORE beginning to buy or sell here. It's set up so there is no need to contact eBay if/when a transaction goes wrong.
Here's a basic recap: Ordered something, but did not receive your purchase on or before (or a few days after due to PO issues) the estimated delivery date as seen in the original listing? Open an item not received case within 30 days.
Did receive it, but it's wrong, defective, not what you ordered? You have 30 days to open an item not as described case.
So, given the above information, care to return and give details of the problems you have had?
ETA: And you should never ever close a case, either an INR or NAD, until/unless you're satisfied with the outcome. Maybe eBay does not make that clear enough in their MBG information -- I don't know. But if you accidentally do that, you still have the option of doing a chargeback on your card and many of them give you up to six months to do so.

Are you checking the seller's location and other bona fides before you purchase?
Ordering dog food from a seller in Sri Lanka or Turkey, for example, is usually a mistake, because they are more likely than not drop shipping, which means they are not in control of their inventory.
He ⬇️ can recommend a fantastic source for dry dog food. But only privately, as he does not want to violate any forum rules. 😊

To expand on what @fbusoni said, when you buy something on eBay, you need to look at where the seller is located. This is stated by the shipping information on the listing. You also need to look at the seller's feedback, i.e. how many negatives they have received and what the negatives say. If they have lots of negatives and neutrals, you have to determine whether you want to take a chance (a lot of buyers will not).
For example, that account for which you left the negative has 26 positives, 5 negatives, and 1 neutral. That right there should tell you that they are an unreliable company to buy from.
eBay has some good sellers; just check them out. Also, there are a lot of other sources to buy dog food. If you are looking for certain brands that you can't get locally, google them for different options.

You fell for an overseas seller trying to scam you. If you voluntarily closed the non-receipt claim on eBay your only recourse is to file a payment dispute.

When you open a dispute/case, you never close it unless you get a refund, also do not accept an offer to send replacement items, they never send them, If you close a dispute you give up your Money Back Guarantee (MBG) protections.
Disputes show up just above your Purchase History. The seller will have 3 days to respond to it by issuing a refund, if they do not or send a message not in the dispute, on day four (or the date ebay gives you) open the dispute and click on the Ask ebay to step in button. A refund will be processed from the seller's account.
To avoid issues, you need to check each seller's feedback profile page before buying from one. First though look at their feedback number and percentage. That info is on the right side of a listing just above an item's price. You will see the seller's username and a number in ( ) [ yours is (14) ]
The last 4 seller's you have bought from have very low numbers and poor feedback percentages. You can view a seller's feedback profile by looking just below the username where you see for example; 87.5% positive
Any seller with a percentage below 98.6% should be avoided. You can click on that button or scroll down the listing page to where you see their username in large letters, to the right the number of items they have sold, below it will be some comments then a See all feedback button. Click on that and on the page that opens you will see just above the comments
Click on Switch back... When you do that in the upper left of the page you will see the seller's username and their country of registry Below that a box with the numbers of the 3 different types of feedback a seller can receive. You want to click on the numbers of the negative and neutral ones to read only those comments.
All three of the sellers you have bought from in the last 6 months, have low feedback numbers and poor by ebay standards feedback percentages. One is registered in Thailand another in the U.K. and one in the U.S. If a seller is registered in another country but gives a U.S. location on their listings do not buy from them.

Have to add: It's hard for me to understand why anyone would need to order dog food through eBay. You are located in the US per your profile -- have you not heard of Chewy?

Looking for the lowest priced seller, sometimes is not the best. I would rather pay a little more, and go back to the same seller again and again whenever possible, because I know what to expect.

+1 to what @soh.maryl wrote. Chewy is very competitive price wise, and they've never not sent my order.
If I factor in the fuel cost of driving to Sam's club, Chewy wins hands down. To reiterate what others stated, I get the fact that everything is expensive these days, but I want to know what I'm feeding my cats in terms of quality US based food. Too many times I've seen foreign made 'knock off' pet food that contains hazardous ingredients.

@tinsoldierunderground , I totally agree. I have cats and birds, and I’m really fussy about what I feed. Chewy is my best friend for that.
Also want to add, regarding Chewy . . . In 2020 when my dog died, I called them to stop the subscription for his heart worm medication. They sent flowers and a sympathy card!

I wish Chewy would deliver to me, but I'm not in one of their delivery areas, and am not willing to pay the high delivery fees. Luckily we have a Petco nearby. Buying from The River is a crapshoot, as I've gotten stale or damaged food, had orders canceled, or even what I suspect was knockoff brand name kibble.

This is my old girl. And she loves the beach! Yes, my chow and Siamese cat do tolerate each other...lol! (I think the cat bullies the dog.)
I feed them only foods made in the USA or by me.
