Does Ebay ever ban or suspend a Seller?

I purchased one card on Jan 25. I finally got a tracking number on Jan 29. Still no signs that it was on it's way. It had an expected delivery date of no later than Feb 10. I never received it. I sent them a message today asking if they even sent it. This was their response - and typical of the many negative reviews they have received time after time:

 

so sorry it was lost or delayed in the mail system however i gave you a full refund

 

Is there a certain number of negative reviews/refunds a seller gets before Ebay takes more action on the seller? Sellers like this give Ebay a bad name. You can say buyer beware, but even the worst sellers have a positivity rating in the 99% range. A new buyer to Ebay might see 99.4% and think that's a really good rating.

With over thirteen thousand positive seller feedbacks, and 78 negs...theres no chance this seller will be suspended.

How unfortunate - this is why when I purchase multiple items from the same person, I only give a positive review on 1 item. They should not get 12 positive reviews for 12 items on the same order. 

I noticed that the card I purchased is now $3.00 as opposed to the $1.59 I paid. I guess this seller is playing the odds and doesn't mind a few negative reviews - even though he's ticked off 78 people - make that 79.

1st; you are doing nothing not leaving multiple feedbacks as 1 feedback or 100 from the same buyer in the same 7 days counts as ONE FEEDBACK. 

2nd; funny you 'state' this yet you leave 3 neutral feedbacks stating the same thing- why do that?

3rd: this seller is doing NOTHING wrong/shady. At $1.50 a card they are shipping via a stamp which gets NO tracking and sometimes letters get lost. 

4th: looking at the feedback, they have Thousands of sales and Positive Feedbacks so obvious it just got 'lost' so you decided to try to tear apart their reputation even when they refunded you? Wonderful buyer you are.

It is not negative FB which leads to seller suspensions.

 

FB is not used for US based sellers.

 

An unacceptable pattern of returns and refunds will lead to suspension. Late shipments may as well.

 

FB is a useless relic of the days when buyers paid by check or money order and had no recourse when sellers cheated them. Buyers today have a safety net and only lose their money when they fail to use the proper procedures to seek a refund.

 

100% positive FB is not an indication that a seller is reliable or honest. A seller with a 99.4% FB may be as honest and reliable as a seller with 99.4% FB. Not all buyers who get a refund leave FB, and not all negative FB are allowed to be displayed.

1. Excuse me, I don't know what Neutral Feedbacks you are talking about. None of my other feedbacks have anything to do with this transaction.

 

2. I am a good buyer. And they're a bad seller. It took a message from me 16 days after I paid for this for this seller to do anything. They could have slapped a first class stamp on an envelope and got this delivered in probably less than 10 days. 

3. AND I NEVER ASKED FOR A REFUND. THEY REFUNDED MY PURCHASE WITHOUT EVEN ASKING ME IF THAT'S WHAT I WANTED. HE HAS SEVERAL OF THIS CARD AS BASED ON THE FACT THAT HE HAS SEVERAL LISTINGS FOR THIS SAME CARD. SO EVEN IF HE LOST THIS ONE, HE HAS OTHERS THAT HE COULD HAVE MAILED.

   He gave you a refund without you even asking. I'd appreciate that from a seller myself if my item was lost.

As far as him sending a replacement instead, that would be ok but I'd just be glad I didn't lose my money.

That's probably exactly what the seller did! And it got lost in the mail so the seller gave you a refund.

He really only had 2 choices - if he didn't refund my money, I would have contacted Ebay for item not received. Or he could have asked me if I still wanted the item or not. The point is that I have been inconvenienced and this is not a good seller as they have a history of doing this exact same thing based on reading of all their negative reviews. Unfortunately, the moderator of this post deleted the link to the seller, so there's no way for anyone to click on the seller's profile now.

Why are you talking to the seller?
Open an Item Not Received dispute.

If the seller responds with the tracking number, the 'bots may give a day or two grace to see if it is moving.

If they don't, you are refunded.

If the shipment is not moving, you are refunded.

 

If the shipment arrives after you are refunded, you have an ethical dilemma, but you should not be paying to return it to the seller.

A buck fifty worth of inconvenience.

This is why I don't sell anything for less than $10.
