hello hello everyone, i am a seller myself and my gut is saying this is a foul deal.
Situation is as goes ,
November 1st i bought an item for $50 +shipping , about 30 mins later of talking with the seller, he had another one, so he relisted the item , same exact pictures , same listing , and i bought again for $50 , he said he would combine shippin . Cool he then said he actually had 1 more of this item, but i said 2 is fine for now
So i bought 2 items from him in 2 separate transactions , 2 transactions with unique item number ID , i paid through paypal funded by my CC
Nov 1st evening i get uploaded tracking/shipped notifcation , same tracking # for both packages, this is normal.
Yesterday nov 4, i have notification of delivery, i open my mailbox and see a medium bubble mailer and lo and behold , with only 1 of the 2 items i ordered. the mail hadn't been tampered with, professionally packed , but i bought 2 items and only have 1, same tracking, same package. It was shipped USPS priority mail.
I contact seller and letting him know of the deal and he says he sent them in 2 different packages , so i kindly responded with can i get the tracking # for the 2nd package since they are in 2 as he claims. He has yet to respond, i don't see why both wouldn't make it to me at the same time , the shared tracking # is suspicious, and the prompting of the 3rd quantity ...he has yet to list the third quantity , if he even has it
To recap,
Bought 2 items in 2 separate transactions from seller,
Both "shipped" and marked as delivered, yet i only have 1 package and 1 item in said package, i am missing my second one.
Paid paypal with CC ,
What is the best way to approach this? Im giving the second package if at all , a day or two, but i highly doubt there is.
I know I won't win an INR , and a SNAD well i have nothing to send back for the second quantity which I never received. I know paypal dispute has " received empty box reason for dispute" but I've never done a pp dispute, i want CC to be my last resort
Thanks for reading, any help is appreciated

Well with two different item numbers, you can file inr on the item you didnt receive, if you dont receive it. It was the sellers mistake to ship them together, if thats what he planned, and didnt do.

The seller would need a separate tracking number for each different item number. He doesnt have that..he has tracking for one delivered item.He has no proof that he sent both items with one tracking number, thats a mistake for sellers, unless they have combined shipping on the listings.

you can look on PP for the item number he shipped you..then file inr on the other item number.

If he shipped both packages using the same tracking, USPS might have caught it and sent one package back.

I could definitely file INR on the second one, but it also shows delivered with an uploaded tracking # , so that is my fear that ebay will just look at that and say you got them both, since there is tracking for both uploaded(same #) and both show delivered.
I guess my faith in ebay actually reading the case details is abysmal and just seeing seller uploaded track which shows delivered and closing the case

Packages don't always arrive at the same time. Give it a day or two. If the remaining package doesn't arrive, open a SNAD for the second item.

let's assume the seller goes through with the return for refund, what do i return? A empty package ?

Not true, otherwise sellers couldn't combine shipping.
The OP needs to file an INAD for missing parts/items

You wouldn't want to file an INR, you want to file an INAD, since you did get something.

You can combine shipping if all items are in one order, but not sure about two separate orders.

I got half the order, i intend to keep the item i got and paid for, i didn't get the other half,
So for my second missing half of the order
Another user said i can file for missing parts/pieces , but i don't even have an empty package, i have nothing , so if the seller were to actually go through with return for refund, do i send an empty package back?

What could have happen, the seller reprinted the label and used the same tracking label on the other package. USPS noted this and possible returned the second package.
When I sell 2 items to the same buyer in 2 separate transaction, I ask the buyer if its ok to ship it together, if they agree , I will do it. This will safe me some money on shipping since I have free shipping. Just recently I sold 2 pair of shoes, same style different size to 1 buyer. I shipped them separately, because I think the buyer wants to try them and sent one back.

First, it is NOT POSSIBLE to print more than one label with the same tracking number.
OP, you need to file the INAD case and if required to return something, return the empty package that the one item came in. You WILL WIN the case.
