Why am I getting refunds for items punched in July of 23?

I received an item that did not match description and started a return. The tracking says delivery failed insufficient address return to sender. eBay provided the label and I don't know how to contact someone to straighten this out.

Why charge return shipping for crappy items?
I sweat, Ebay has turned in to an expensive version of Temu. I get ripped off for a crappy, misrepresented product and they have the gall to charge me to send back for a refund? I'm done with this app. I know they're evil, but use Amazon, people.
Has eBay changed accepted offers?
Recently I have accepted two offers on products, however, eBay is not creating the order and setting it up to be paid. It looks like it is sending out an offer of the same price I just accepted. Is this correct and has been changed by eBay?
Shipping label regund
I ordered a shipping label but when it turned out to be more that the actual (173.00 to ship a tennis racquet form Georgia to California??!!) i cancelled the label and shipped it myself (20.00). How long is is taking?? Anyone one else had this issue?...
