Make Synchrony Bank Credit Line with eBay/PayPal an option for AUTO-PAY.

When we select which method for auto-pay to pull from to pay for items, Synchrony Bank Credit Line is not an option and it should be. It is a credit card without a card. It works with eBay and PayPal so make it an option.
