Item not recieved

Item not received stated it was delivered but the tracking number the seller gave was not to my address but ebay will not help case is closed. Now seller is no longer on ebay. Need help to recover money.

Hi I’m new to selling and noticed eBay recommended selling price and auction for my item which I think is way to low there is anidentical item from another seller listed at a higher price how does that work I don’t understand

how can Ebay close a resolution when asked for help by the buyer?
