how can Ebay close a resolution when asked for help by the buyer?

Bought a pair of boots that were my size. When they arrived, they did not fit, too small. Seller said no returns, however when I asked Ebay for help, they said the resolution was closed. That's it no discussion, no information, no help, why?

"Didn't fit" is not covered by the Ebay Money Back Guarantee, so since the seller does not accept returns, Ebay closed your dispute.
