Square trade protection plan not added at purchase even though I chose it

I bought electric scooter and chose. 3 year protection plan for $9.99 and it was not added to invoicewhen I contacted Square Trade they wanted $34.99 to addyhey told me it was eBay error and refused to honor $9.99
