Why did I get charged under shipping payment of extra 13 dollars shipping for a tiny tank top that cost almost $4 to ship. It weighed less then 8 oz. I had 2 deductions for under payment for shipping. They deducted another 12.85 for shipping 9 days l...

We shipped a package for a tank top thar was less then 8 oz.We paid $3.96. 9 days later $11.34 was deducted for the same package. Same day another $1.59. Now there is no way it cost almost $17 dollars to ship a tiny tank top in a little shipping bag....

I have tried several things with no luck as to what they want me to change as i do not have any duplicates. Help Please.
