Resolved! Sending an offer to a buyer

An offer was sent on an item I’m selling by a buyer but I let the time run out on it. Is there a way to send a private offer to that same buyer to see if they are still interested?

Item was paid for but ebay said not to ship

So I have an item that was bought and paid for by a buyer, I immediately got an email from ebay to not ship the item to buyer because their account was disabled or unavailable now. Do I just need to cancel the order and refund or just leave it alone?
