Where is the option to file a case when you purchase an item, receive it
and its not as described??? Where is the resolution center for filing a
case??? Is there such thing as buyer protection any longer? I've looked
all over, please help!

I have an ebay store and will often times replenish inventory and relist
identical items. If I want to ensure maximum exposure is it better to
create a new listing or revise a current listing and change the
quantity?
