My 'available funds' was at $200 before lunch, but then it mysteriously jumped down to $130. Turns out they're suddenly charging me for shipping labels purchased last week. Does it normally work this way?

I'm trying out the ebay bulk listing template and can't figure out how to enable Best Offers? The Inventory Onboarding Guide doesn't even mention Offers. Also can't find the Shipping Service Code for the ebay standard envelope. Thanks in advance...
