ebay just deducted label fees from last week?

My 'available funds' was at $200 before lunch, but then it mysteriously jumped down to $130. Turns out they're suddenly charging me for shipping labels purchased last week. Does it normally work this way?

My USPS labels are charged when I purchase.

Seems I have read UPS/FedEx charge when delivered, as all the hidden charges are not shown on eBay a seller could end up with two charges if paid when printing/shipping.

If you are using eBay international standard delivery, UPS or FedEx, the labels will be charged when they pass through a processing center to verify the weight and dimensions.
