If I purchase something overseas and it says import fees may apply or will apply? Will I be charged by usps when package arrives? Not sure how it works but it says free shipping and it doesn't add any additional charges at checkout.

I shipped the item to the buy and it arrived there today at there post office but it isn't marked as delivered but as available for pickup. Why doesn't it say delivered on my part?
