Shipping was stated at $6.05 and was invoice Then there was $6.30 postage due when item arrived

Item doesent work and seller stated it did but doesent takes returns what can I do

I purchased a lgb train engine # 2150 The origional listing said it runs . When I got the engine the light comes on but the train wont move.$130 What can I do ? I read on ebay that I can still get my money back
