Item doesent work and seller stated it did but doesent takes returns what can I do

I purchased a lgb train engine # 2150 The origional listing said it runs . When I got the engine  the light comes on but the train wont move.$130 What can I do ? I read on ebay that I can still get my money back

Returns> go next to the purchase, click on the drop down menu, click on return item with the reason 'doesn't work'. the seller will HAVE to send u a pre paid return shipping label.

Go to My ebay > Purchase History and select RETURN THIS ITEM.  You have up to 30 days from receipt of the item. For the reason, select Not as Described.  You will need to click on More actions. The seller will have 3 days to reply.  If no reply, then click the link to Ask ebay to step in.  If the seller accepts the return, he is responsible for supplying a prepaid shipping label.  Print out the label, affix it to the box, and make sure the carrier scans the label.  Once tracking shows DELIVERED back to the seller, he has 2 days to refund you.  If no refund, go back to the case and click Ask ebay to step in, to force the refund.
