I would definitely recommend reaching out to them on one of their social
channels for assistance. Don't bother requesting a call, because the
outsourced call center is next to useless and only has canned answers.

Update: As of about 15 minutes ago, I was able to successfully send a
payout to my bank account. I did absolutely nothing on my end and never
was told anything by eBay, so this was definitely some weird glitch.
