I just bid on an item and I won. My bid that was the highest won. The bid was 1.25 nobody bid higher. Now I paid 2.25 . just for the item O NLY. Why???

I recently sold an item I did not receive payment from the customer. It's been over two days I want to read list the item I did report him to eBay I'm not sure how the process works. Can I relist the item? I did email him the customer with no respons...
