item (listing has "ship via global shipping program" checkbox set) but
when I tried to create and purchase shipping label, eBay shows me
international rates only instead of domestic...

And what do you mean by "unique"??? All feedback are unique, you can't
leave 2 feedback for 1 sold item! And please explain, how 99% can be
converted to the current value? Please don't tell me what my eyes are

You're not a seller - probably, what's why you see an old design (or
maybe it's an usual eBay bug - they have a lot of 'em!). On my account
