It is so much easier to review the User Agreement if we have the sections that changed highlighted or otherwise flagged. So what specifically changed in the UA?

The Payment Terms of Use (for Managed Payments) is interesting. Even to the point where if you are kicked out of MP, they MAY restore you to your previous payment method. There is no way to simply highlight 'interesting' points.
The payments entity may, in its sole discretion, manage payments on your behalf even if you haven't provided all requested information, and the payments entity may withhold payouts pending receipt of such information.

You agree to the Payments Terms of Use - opens in new window or tab to the extent applicable to you, whether or not your account has been enabled for managed payments.

That is pretty normal. It is kind like what PP did when 1099's started. PP had to have everyone's SSNs. So it became a requirement.
