Does this mean all items are now required to have a tracking number? Will it be against policy to ship in a PWE with a only a postage stamp?

Thanks for your question. No - All shipments are not required to have a tracking number. You will still be permitted to use untracked services or tracked services from carriers that are not integrated with eBay. However, we will not provide protection in the event of “Item not received” claims when such services are used.

Thanks for the call-out. For "Item Not Received" protection, we will require sellers to upload tracking that is integrated with eBay and tracking cannot be sent through member-to-member messages. Hence we have provided a list of integrated carriers that have robust integration with eBay and will enable us to capture tracking events almost all the time. In addition to not protecting "Item Not Received" claims when untracked services are used, we will not wait for buyers to contact us before deciding these claim outcomes.
