I think they will be more popular among collectors, but because they won't circulate as freely as the state quarters, they won't be as popular with the general public as the state quarters were when they first came out, but because the state quarters have been widely circulated, the public is starting to loose interest in them because they have become so normalized due to their wide circulation, so in my opinion, the only time when the state quarters were more popular than the Presidential dollars was when the state quarter program first began, as it went on, the public started to loose interest in them because they became money rather than a collectable, the presidential dollars, however, are already seen as a collectable because very few of them are used in circulation and it is unlikely that the public will be jaded from seeing them in circulation, so over the long term, I think the Presidential dollars will become more popular then the state quarters ever were if they aren't already and the state quarters will continue on their slow decline in popularity
