return might gone wrong

So i have been costumer of eBay like for 7 years and i live on Panama Central America, and i bought and MXM card for my Dell Precision M6700, an used GTX 980M, i use the service of a company who brings my stuff here, few times i have had problems with my orders, but this time seems i got out of lucky.

 

The card came without any delays, just the usual time from Miami to Panama that takes like one week or less, the card itself didn't worked because some BIOS and other stuff, so i decided to return it, from my country it took like 4 days to ship to the United States, at first i saw it took 5 days in something like "USPS Customs", so i was a bit afraid something could be off, reading on different sites seems that some packages can be hold for many reasons for an amount of time that could be like 5-15 days, but after a week it took again 5 days to be on Miami. But then here the things went wrong... It has been today 12 days that it is been on "Arrived at Unit".

In the USPS site on July 31, it was like it was going out for delivery. But since there it has been stuck there. Of course eBay send me an email asking me if the seller gave me my money more than $ 200.00... so i have took the worst decision to "ask for help" and yesterday they closed the case that i don't have a refund.

 

Its something that really **bleep** me off because it's not my fault that the item is stuck at the USPS for this amount of time it was sended with the return main label and it's not something that could have been taken as wrong as i see because it is just an MXM card. I have returned a couple of things and never had this issue and less considering it's the most expensive return i have done and now i have lost my money. This friday it's going to have a month since i returned it to United States and next week it's going to have a month since it has been on Miami.

 

I am trying to call the USPS but my cellphone carrier is asking me for the city code in order to make the call, weird because i have called Costa Rica without issues just adding 00 and the country code, also as i don't have the usual format of tracking  number i can't advance in the part of the page that says contact USPS and contact them in order to ask was is going on my return

You can post the tracking number here so we can look at it and offer further advice. You can also appeal eBays decision but will have to provide them a viable tracking number to show that it is still in transit or has been delivered. Other than that you are at the mercy of the seller being honest.

Yes that is I am guessing but I tried apply to what was mentioned but it has been closed for my bad luck... Tracking number is RM824000276PA. Even I wrote the seller if he could go to the USPS to see what was going on as I am outside United States and seems I can't call...

That's a Miami post office, is that the actual town your seller is in? the direct phone number for that office is 305-270-0335, from Panama call 00 1 305 270 0335. Trying to call a post office that large may be near impossible to contact, however, I will try and call them for you in the next few days when I get the time during working hours.

and yes the seller is on Miami so i don't get it why he can approach to the postal office and pick up his item... even he still selling stuff

So your seller in Miami originally shipped to your reshipping service in Miami?

 

You should have shipped back to your reshipper, for your reshipper to affix the free return label from your seller, so that your seller is forced to refund, whether or not your seller tries to avoid delivery of the return. If it would have taken too long, you would 1. first provide your overseas return tracking number, 2. then go back to your return details page to update the tracking number 3. to the seller's return label when your tracking number arrives at your reshipper.

i did, he is located at Miami and the company who bring stuff here as almost all of these kind of companies who do the same business, i printed the return main label but the company who bring me stuff does not return so i have to use the postal service from my country, i don't complain about the shipping because it was less than 10 dolars, but those 200+ are the big problem.  And as i mentioned is not the first time i return stuff and i always have received my refund, usually it goes till 15 days but seeing that it hasn't updated from July 31...

That's unfortunate that your reshipper won't affix your seller's return label.

 

Now you must force your tracking number to show delivered (with help from the kind @Anonymous) then appeal the closed case with eBay. Have to warn you that eBay may not budge, as tracking must show delivered before you escalated, which it didn't at that time.

 

If your appeal fails, you would open a SNAD (Significantly Not As Described) return with Paypal using your Delivered tracking number, if that's how you paid. Otherwise, file a chargeback with the reason Goods returned Credit not received with your credit card issuer, if you paid with a credit card.

Seems Paypal doesn't give me option to open a claim also it just redirects me to eBay page. Hope that the comunity member who asked the tracking number could lend me a hand.

 

Appeal can't be done case is closed with this:

eBay Customer Support has made a final decision.
 
We reviewed all the details of this case, and unfortunately we can't give you a refund.
Final decision:
A refund won't be issued for this case.
 
If i try to do it it just goes back to this

Sorry @tonochito, that's because you're at the wrong page.

 

But first, get your return tracking to show Delivered. You have 180 days.

 

Then go here to open a PayPal dispute, using the tracking number to get your refund: http://paypal.com/disputes

Oh well I might just have to be patient but right now I am so busy to call the USPS office and worst that I will have to move from residence, would be a great help if the member who ask the tracking number could lend me a hand a make the call to see what's going on

OK, after calling several dozen times over the last 2 days I got no answer from the local PostOffice in Miami, However, after a few hours on hold at the main 800 number and re-telling the story several times to multiple departments I got somewhat of an answer.

The last person I talked to was from international affairs department who told me even though the registered mail piece is showing delivered to Miami Post office the sender needs to go to his Post Office in Panama and start an International Inquiry.

The person I talked to was really surprised that a registered mail piece would go missing and doubts that there was a delivery attempt and your seller denied it as it did not show that on the tracking.

You can still try filling out all the forms at the missing mail link that was posted above as a parallel effort.
