I had a buyer who bought a train set from me and which is had for sale. I sent the item out with Fed Ex 2 day shipping which cost about $10 dollars. It got there and he fed ex left a note to pick up package. Then after a week he never went and picked it up which i hadn't noticed til today and he sends me an email that he must have missed the package but could a reship him the train he won. The problem is I will have to pay for the shipping again and cost me another $10 to ship it to him hoping he picks it up. I believe he should be responsible for the new shipping as it was not picked up by him which is his fault not mine.

Tell them.......
Once you receive the item back from FedEx you will be glad to ship it back once they have paid for the return shipping & handling fee. They can transfer funds to your PayPal account via you personal e-mail address.
If it was my call I would add an extra charge for the S & H and add them to my Blocked Bidders List

FedEx drivers are notorious for leaving door tags stating "We Missed You". On numerous occasions I personally witnessed a FedEx driver hopping out of his truck with no package in his arms dropping off a slip of paper and jumping back in his truck and speeding away. By the time I ran down the stairs away from the window, he would be gone so I couldn't stop him. They are in a rush and cut corners a lot. If they have hundreds of packages to deliver and they are overwhelmed, it is much easier for them if the package gets sent back to the original shipper and they don't have to bother actually delivering the package.
After they leave the first door tag, two more times and the package would go back to the original shipper. FedEx is known for this behavior. If you google "I was home and fedex left a slip", you will see hundreds of stories like this. The drivers do this a lot for some reason.
I have a feeling this probably may have happened to your buyer too.
