return might gone wrong

So i have been costumer of eBay like for 7 years and i live on Panama Central America, and i bought and MXM card for my Dell Precision M6700, an used GTX 980M, i use the service of a company who brings my stuff here, few times i have had problems with my orders, but this time seems i got out of lucky.

 

The card came without any delays, just the usual time from Miami to Panama that takes like one week or less, the card itself didn't worked because some BIOS and other stuff, so i decided to return it, from my country it took like 4 days to ship to the United States, at first i saw it took 5 days in something like "USPS Customs", so i was a bit afraid something could be off, reading on different sites seems that some packages can be hold for many reasons for an amount of time that could be like 5-15 days, but after a week it took again 5 days to be on Miami. But then here the things went wrong... It has been today 12 days that it is been on "Arrived at Unit".

In the USPS site on July 31, it was like it was going out for delivery. But since there it has been stuck there. Of course eBay send me an email asking me if the seller gave me my money more than $ 200.00... so i have took the worst decision to "ask for help" and yesterday they closed the case that i don't have a refund.

 

Its something that really **bleep** me off because it's not my fault that the item is stuck at the USPS for this amount of time it was sended with the return main label and it's not something that could have been taken as wrong as i see because it is just an MXM card. I have returned a couple of things and never had this issue and less considering it's the most expensive return i have done and now i have lost my money. This friday it's going to have a month since i returned it to United States and next week it's going to have a month since it has been on Miami.

 

I am trying to call the USPS but my cellphone carrier is asking me for the city code in order to make the call, weird because i have called Costa Rica without issues just adding 00 and the country code, also as i don't have the usual format of tracking  number i can't advance in the part of the page that says contact USPS and contact them in order to ask was is going on my return

wow thanks so much but that sucks... I might know the answer that i will receive here... If its on United States it is responsability of them not us... And they could be right as the item was delivered from my country, but this has been lost may be on Miami?

 

How could i fill a claim if the item is going to have 15 days on the Postal Office of Miami?

Because you are now on the PayPal time limit: Open a case at PayPal within 180 days. But only after you can prove on the tracking number that the item was delivered back to the seller.

The person I talked to said even though it doesn't make any sense you still need to go to your Panama post office and start an "International Inquiry" as it is standard protocol and they will know what to do.

Now that it has been over 15 days - While having your local post office start an International inquiry also see if an insurance claim is possible.

i will do it tomorrow or on Monday that there has been more days. And thanks for all the help everybody here has been giving me, i hope it works will keep updated next week, kind of bussy with my movement from where i live to the new place

I was at the postal office and i was informed that the item has been labeled as restricted or something like that... but they can't do nothing as the item is already on Miami since July 25... they just told me that the person who i sent the item should go to the postal office and ask what is going on... again i contacted the seller giving the information i received

How unfortunate that nobody wants to take responsibility. I don't think your seller is going to be very helpful as to them it will be a $250 loss. At best you should attempt the retrieval of your package. Maybe you could resell it?

Was it the "NVIDIA GeForce GTX 980M" that sold for $249.99 plus shipping? If it's the seller I'm thinking of they seem to be topnotch since 99' but can also see why they are ghosting you.

I've been reading the Dell website along with another that says getting that video card to work in your laptop may not be possible or that it may need some heatsink/pad and bracket modifications or even some bios trickery.

Yes... I got it from that price... And worst he has it and claims that the copper as is propietary from Clevo needs to be removed in order to be installed in other laptops. He is claiming that the item arrived as "broken" and yes I have seen that is a hit or miss installing that card on some laptops modding drivers, but is from software not hardware problem. I wrote him if he didn't know that some cards needs some x bracket and others don't need it

Are you saying he recently took delivery of your package and arrived broken? the tracking number has not updated saying that.

Well I can't post like a new thread but u have to say that I made the call to the appeal and I talked about an 1 hour and so with two ladies and I have my refund full including the shipping. I appreciate all the comments from you all. They send me a email with the information that they reverse the decision based on that the seller agrees to give a refund but he never reissued that refund. 

 

Yesterday I contacted him and he just was justifying that the copper of Clevo was removed and the GPU was dirt of thermal paste and he couldn't return my  money because of it. Something I consider very dumb of his part because it just need it only a hot glue gun in order to put that copper and not all laptops require that copper just Clevo.
